I am trying to flash my pcie385n_a7 using "aocl flash hello_world_131_pcie385n_a7.aocx" The command never completes because of the following error(s):

Running "quartus_pgm -c USB-Blaster -a" gives this output:
Info: Command: quartus_pgm -c USB-Blaster -a
Info (213045): Using programming cable "USB-Blaster [2-1.5]"
1) USB-Blaster [2-1.5]
Unable to read device chain (JTAG chain broken)
I have checked over the usb blaster connections and they seem to correctly connected.
Am I missing something or is JTAG chain actually broken?
